COP30 Closing Press Conference:

“We will always have Paris”
Belém, Brazil—The halls of COP30 are abuzz with both excitement and nervousness over the Roadmap on ‘Transitioning Away from Fossil Fuels’ and the Forest Roadmap announced by the Brazilian presidency. The Roadmaps have several takers among parties and civil society has also relayed its support to the proposals recognising that the fate of our planet hangs in a balance and we need to urgently reduce emissions along with scaling up adaptation and repairing loss and damage. The nervousness comes from legitimate concerns of developing countries that are demanding ‘ambition but also support’ in accordance with the Paris Agreement that mandates that developed country parties ‘must provide’ financial resources to assist developing countries with climate mitigation and adaptation efforts. This is a continuation of existing obligations under the UN Framework Convention on Climate Change (UNFCCC). The provision requires developed nations to provide funding for developing countries to help them implement their climate actions.
The Global North countries, led by the EU and the Umbrella Group, however, have left no stone unturned to shift the burden of responsibility upon the Global South. Throughout Week 2, the European Union has been blocking progress on crucial negotiations on meaningful support for roadmaps to reduce emissions, institutional arrangements within the UNFCCC on Just Transition, tripling of adaptation finance and adoption of the indicators, filling the fund for Loss and Damage, Means of Implementation to support for mitigation and a political space for discussing climate finance.
